CBCL receives three awards at 2025 ACEC-PEI Awards Luncheon

CBCL is grateful to be recognized at the 2025 ACEC-PEI Awards Luncheon with three awards honoring our work and team members.

 

Engineering Excellence Award

Jody MacLeod, P.Eng., receives the 2025 Engineering Excellence award on behalf of the project team.

CBCL has received the 2025 ACEC-PEI Engineering Excellence Award for efforts on the City of Charlottetown Stormwater Data Collection and Modelling.

The goal of this project was to collect detailed information about existing stormwater infrastructure and build a digital model to help the city plan for future upgrades and climate resilience.

This project stands out for its use of innovative mapping technology and thorough data collection, setting a new standard for municipal infrastructure planning. The results provide the City with a powerful tool to manage stormwater, reduce flooding risks, and adapt to climate change. Social and environmental benefits include better protection for homes, businesses, and natural waterways. The project was completed in October 2025 and lays the groundwork for future improvements that will benefit Charlottetown’s residents and environment.

Future Leader Award

Avery Gilks, P.Eng., receives the Future Leader award at the 2025 ACEC-PEI awards.

Avery Gilks, P.Eng., Group Lead, Municipal – PEI, received the Future Leader award at this year’s banquet. Since joining CBCL Limited in 2016, Avery has excelled in project management, municipal infrastructure design, surface water management, and master planning. His portfolio includes leading design and project management for major municipal upgrades, such as the Bunbury Sanitary Lift Station for the Town of Stratford, Northside Trunk Sewer upgrades for the City of Fredericton, and John Street Reconstruction for the City of Miramichi. Avery has also managed complex water resources projects, including flood mapping for the Nova Scotia Department of Municipal Affairs and stormwater management guidelines for the City of Charlottetown.

Avery excels in projects that directly benefit public infrastructure and environmental stewardship and significantly contributes to community-focused engineering projects. One of his notable projects is for the Abegweit First Nation, where Avery developed the Scotchfort Storm Water Master Plan: a comprehensive strategy to address local drainage challenges and enhance climate resilience. Through the Abegweit Connects Watercourse Crossing initiative, Avery designed infrastructure improvements that facilitate fish passage and promote positive environmental outcomes.

Beyond technical and project leadership, Avery is actively engaged in professional associations, including the ACWWA planning committee and ACEC-PEI Future Leaders activities. Avery serves as a role model for engineers joining the Charlottetown office, consistently demonstrating strong leadership and mentorship to their team.

CBCL is thrilled that Avery has received this recognition and looks forward to seeing the impact he makes throughout his career.

 

2025 President’s Award

Patrick Hughes, P.Eng., receives the President’s Award at the 2025 ACEC-PEI awards.

Patrick Hughes, P.Eng., received the 2025 President’s Award from ACEC-PEI. Pat retired from CBCL Limited in May of this year, with an explementary career spanning more than three decades.

Among his many accomplishments, his greatest achievement is his transformative impact on municipal infrastructure across Prince Edward Island. As a Municipal Engineer at CBCL since 1988, Pat has led the design, management, and delivery of major projects that have shaped the region’s water, wastewater, and stormwater systems. His technical expertise, strategic vision, and collaborative approach have set the standard for sustainable infrastructure and public service.

Pat has been involved in or responsible for the project management and design of all of CBCL’s municipal projects in PEI since 1988, including master plans, water supply strategies, and wastewater system upgrades.

His work has consistently integrated innovative approaches to environmental protection, stormwater management, and sustainable development. Through his work with municipal governments, provincial agencies, and community organizations, he has demonstrated a commitment to public service, ensuring that engineering solutions meet the highest standards of safety, efficiency, and community benefit.
